About the Job

Overview

Do you want to help IBR build a portfolio of next-generation data collection systems? As a Systems Engineer Lead at IBR, you will support the engineering of a robust, secure and scalable systems of systems that enable data capture from 100M respondents utilizing cutting edge technology in the domains of mobility, enterprise web applications, workflow controls, cloud computing, SOA, GIS, Big Data, Data Warehouses and system security. This position will play a pivotal role in the system development cycle and consult with end users to evaluate business requirements into design specifications. You will work with all levels of the business, ensuring IT deliverables align with business requirements, with measurable results.

The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Greenbelt, MD during normal business hours.


Responsibilities

  1. Manage and coordinate activities among multiple teams.
  2. Ensure that solutions developed by the team conform to the quality standards and fit the relevant application architecture specified, including the use of tools, platforms, techniques and design patterns.
  3. Partner with Business Analysts, Enterprise Architecture as well as Security, Quality Assurance and Infrastructure teams.
  4. Efficiently manage the schedule and resource of the project teams to fulfill customer requirements and meet implementation deadlines.
  5. Effectively manage all team member resources allocated for the project.
  6. Ensure the certification and knowledge levels of project team personnel are always current and comprehensive and that they can provide the highest level of professional assistance to customers.
  7. Plan the delivery of services listed in the Statement of Work (SOW).
  8. Develop a plan and schedule with the customer for optimum delivery of project, to ensure integration of software with existing infrastructure, systems and applications.
  9. Maintain progress reviews of project tasks and team member assignments.
  10. Manage/coordinate projects to adhere to the USCB SE&I SDLC process and manage the development of all SDLC deliverables.
  11. Responsible for cost schedule technical performance across one or multiple tasks.

Qualifications

  1. Years of Experience: 6 Years
  2. Education Requirements: Bachelors
  3. Project Management experience.
  4. Experience with MS Office, including MS Project and SharePoint.
  5. Experience working with customers and stakeholders.
  6. Experience maintaining schedules, risks, and issues.
  7. Experience developing and updating Powerpoint briefings for customer meetings.
  8. Experience developing and updating project metrics.
  9. Organizational Skills: Can plan and prioritize work, both their own and that of project team. Follows tasks to their logical conclusion and makes sure that everything has been done to the right standard. Good attention to detail.
  10. Team Work: Able to enthuse and maintain team interest. Comfortable working both individually and as part of a team. Prepared to challenge ideas within a group in a constructive way. Ability to influence others and move a team toward a common vision or goal.
  11. Leadership: Acute business acumen and understanding of organizational issues and challenges. Able to work effectively at all levels in an organization.
  12. Communications: Ability to communicate clearly and efficiently to team members and clients, verbally and in writing. Able to present ideas in a variety of ways depending upon audience and context. Excellent active listening skills.
  13. Quantitative Management: Ability to determine process measures and track to determine process effectiveness and efficiency.
  14. Problem Solving: Natural inclination for planning strategy and tactics. Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.
  15. Results oriented: Able to drive things forward regardless of personal interest in the task.
  16. Earned value management and Cost Account Management.
  17. Proposal writing and coordination experience, demonstrated understanding of cost estimation and basis of estimate definition.
  18. US Census Bureau Experience preferred.
