Overview
 
As a Systems Engineer at IBR, you will provide subject matter expertise in the evaluation of system requirements, architectures, models, designs, and release/deployment plans.  Providing a significant degree of ingenuity, creativity and resourcefulness.  Assess the operational and functional baselines of an organization and its supporting systems.  Provide subject matter expertise in business process modeling and requirements engineering. Assess the current business process and requirements baseline of business customers and solution providers.  Elicit, refine, and decompose requirements to provide a comprehensive set of requirements that meet the business customers need.  Engage stakeholders in reviews to build consensus on requirements.  Baseline requirements and respond to change as required. Provide subject matter expertise in, but not limited to, System Architecture, System Modeling, Software Development, Systems Integration, Requirements Engineering, Project Management, Strategic Planning, Business Analysis and Technical Analysis.
 
The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Greenbelt, MD during normal business hours.
 
Responsibilities
 
1.    Focused on assessment, elicitation, decomposition and baselining of functional and non-functional requirements
2.    Facilitate the elicitation of requirements with business customers, system assessment teams, test teams, etc. to ensure prioritization
3.    Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats
4.    Maintains system protocols, architecture, requirements, and associated design documents by enforcing traceability, updating procedures, analyzing system and program changes.
5.    Prepares technical reports by collecting, analyzing, and summarizing information and trends.
6.    Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in                 professional societies.
 
Qualifications
 
1.    8 years of experience in a Systems Engineering role with a Bachelors degree. 
2.    3 years or more as a Systems Engineer on Large Scale Mission Critical System of Systems Development and Integration Program
3.    Experience capturing requirements through business process modeling (BPM) following industry standards such as BABOK
4.    Experience managing requirements with enterprise tools such as DOORS and HP-ALM
5.    Experience working requirements engineering process through full SDLC preferred
6.    Experience working with complex systems through the full development life cycle
7.    Excellent verbal and written communication skills required
8.    Experience in a fast paced, external facing Customer Support department required
9.    Experience with functional and/or technical aspects of enterprise commercial off the shelf software packages and custom development
10.    Demonstrated experience establishing and maintaining effective working relationships in team environments and with other business organizations
11.  US Census Bureau Experience preferred
12.  The candidate is required to obtain and maintain a public trust clearance.
