Position Overview

We are currently seeking a highly skilled and motivated Project Manager to lead a significant IT transformation project for the United States Navy (USN). This role is ideal for a dynamic individual with a passion for service excellence and a track record of delivering complex projects in the defense sector. As a Project Manager at IBR, you will work with management, finance, HR, contracts and recruiting to support corporate operations and project execution activities.
Responsibilities
- Lead the planning, execution, and transition of the USN IT transformation project.
- Develop comprehensive project plans that merge customer requirements with company goals and coordinate various managers and technical personnel during all project phases.
- Monitor project progress continuously and make detailed scheduled reports on measurable items, such as milestones and deliverables.
- Communicate proactively with all involved personnel to provide encouragement, identify problems, create solutions, and implement efficiency improvements.
- Analyze financial information related to the project budget, ensuring the project remains within financial guidelines and reporting any inconsistencies.
- Identify and mitigate technical risks and ensure project success.
- Ensure compliance with all DoD, DON, and USMC laws, policies, and regulations, as well as company policies and directives.
- Ensure the team follows best practices in software development or integration and quality assurance.
- Foster partnerships with stakeholders and vendors, ensuring alignment with project goals and expectations.
- Manage the acquisition of project resources and materials as needed before and during projects by talking with customers, team members, managers, and in-house accountants.
- Act as the primary point of contact between the development team and stakeholders.
Qualifications
- Bachelor's degree in Business or IT related field.
- Must be able to obtain a Secret security clearance
- Project Management Professional (PMP) certification preferred
- At least 10 years of project management experience, preferably in IT transformation projects. Previous experience working with the US Navy or other military branches is required.
- Proven leadership skills and the ability to motivate teams.
- Demonstrated supervisory ability, strong operation and project management skills.
- Excellent communication, negotiation, and interpersonal skills.
- Strong analytical, critical thinking, and problem-solving abilities.
- Familiarity with project management software tools, methodologies, and best practices.
- Experience overseeing multi-functional project teams with at least 10-15 team members including Developers, Business Analysts, and QA Personnel.
- Proficiency in project management tools and software.
- Issue management/resolution skills are critical as a key area of responsibility.
- Ability to manage projects using SAFe Agile tools to integrate into a Release Train.
- Ability to create detailed project documentation and occasionally end user or product-related documentation.

While this position primarily involves sedentary work in an office environment and/or home-office environment, there are some physical demands associated with the role, including:
- Extended periods of sitting and working at a computer workstation.
- Occasional lifting and carrying of equipment or materials weighing up to 20 pounds.
- Occasional travel to client sites or meetings may be required.
- Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgements.
- Additionally, flexible work arrangements may be available based on business needs.
- Employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.
