About the Job

Overview

Do you want to help IBR build a portfolio of next-generation data collection systems? As a Systems Engineer Lead at IBR, you will support the engineering of a robust, secure and scalable systems of systems that enable data capture from 100M respondents utilizing cutting edge technology in the domains of mobility, enterprise web applications, workflow controls, cloud computing, SOA, GIS, Big Data, Data Warehouses and system security. Provide engineering leadership and subject matter expertise in the evaluation of system requirements, architectures, models, designs, and release/deployment plans.  Assess the operational and functional baselines of an organization and its supporting systems.  Lead the definition of the direction and strategy for systems to ensure the operational needs are being addressed against aggressive schedules. Oversee end to end SDLC of systems through to system deployment and operations. Provide organizational and strategic planning for systems as they traverse the SDLC. Provide expertise in, but not limited to, System Architecture, System Modeling, Software Development, Systems Integration, Requirements Engineering, Project Management, Strategic Planning, Business Analysis and Technical Analysis.

The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Greenbelt, MD during normal business hours.

Responsibilities

  1. Oversees an Assessment Team responsible for the evaluation of several current systems for various components to include requirements, architecture, design, modeling, planning, release/deployment artifacts among several others. 
  2. Lead the development of action plans to remedy findings from assessments and drive remediation of findings with system development teams and when required acts as an individual contributor to remedy findings.
  3. Designs and documents system architecture and associated designs by analyzing requirements; constructing workflow charts and diagrams; studying system capabilities; writing specifications.
  4. Provide enhancements or improvements to systems by studying current workflows and designs and determining inefficiencies.
  5. Develop process/control changes by identifying gaps/issues/areas for improvement; writing improved processes.
  6. Defines project requirements by identifying project milestones, phases, and elements; forming project team; establishing project budget.
  7. Provides project management expertise throughout each phase of the project, from planning to closeout.
  8. Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions.
  9. Maintains system protocols, architecture, requirements, and associated design documents by enforcing traceability, updating procedures, analyzing system and program changes.
  10. Prepares technical reports by collecting, analyzing, and summarizing information and trends.
  11. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.

Qualifications

  1. 12 years of experience with 5 years or more as a Lead Systems Engineer on Large Scale Mission Critical System of Systems Development and Integration Program
  2. Education Requirements: Masters or Bachelors with additional 2 years of experience
  3. Experience developing and integrating complex systems through the full system development life cycle
  4. Excellent verbal and written communication skills required
  5. Experience in a fast paced, external facing Customer Support department required
  6. Experience with functional and/or technical aspects of enterprise commercial off the shelf software packages and custom development
  7. Demonstrated experience establishing and maintaining effective working relationships in team environments and with other business organizations
  8. US Census Bureau Experience preferred
  9. Organizational Skills: Can plan and prioritize work, both their own and that of project team. Follows tasks to their logical conclusion and makes sure that everything has been done to the right standard. Good attention to detail.

  14. Problem Solving: Natural inclination for planning strategy and tactics. Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.
  15. Results oriented: Able to drive things forward regardless of personal interest in the task.
