Overview

Do you want to help IBR build a portfolio of next-generation data collection systems? As a Systems Engineer Lead at IBR, you will support the engineering of a robust, secure and scalable systems of systems that enable data capture from 100M respondents utilizing cutting edge technology in the domains of mobility, enterprise web applications, workflow controls, cloud computing, SOA, GIS, Big Data, Data Warehouses and system security. Your initial assignment will be to work with the infrastructure and architecture teams for the Department of Commerce to determine functional and non-functional requirements to support the 2020 Decennial Census.


The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Greenbelt, MD during normal business hours.


Responsibilities

  1. Identify and communicate non-functional requirements to public and private cloud architects, designers and all remote office locations and mobile computing endpoints, may include physical and cloud components
  2. Coordinate the identification of requirements with customers, system assessment teams, test teams, etc. to ensure prioritization
  3. Determines operational objectives by studying business functions; gathering information; evaluating output requirements and formats
  4. Designs and documents system architecture and associated designs by analyzing requirements; constructing workflow charts and diagrams; constructing business process models compliant as BABOK standards; studying system capabilities; writing specifications.
  5. Improves systems by studying current practices; designing modifications
  6. Recommends controls by identifying problems; writing improved procedures.
  7. Defines project requirements by identifying project milestones, phases, and elements; forming project team; establishing project budget.
  8. Provides project management expertise throughout each phase of the project, from planning to closeout.
  9. Monitors project progress by tracking activity; resolving problems; publishing progress reports; recommending actions
  10. Provide back-up support to other segment leads as demand dictates
  11. Maintains system protocols, architecture, requirements, and associated design documents by enforcing traceability, updating procedures, analyzing system and program changes
  12. Provides references for users by writing and maintaining user documentation; providing help desk support; training users
  13. Maintains user confidence and protects operations by keeping information confidential.
  14. Prepares technical reports by collecting, analyzing, and summarizing information and trends.
  15. Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies.
  16. Contributes to team effort by accomplishing related results as needed.

Qualifications

  1. BS degree in Systems Engineering, Computer Science, related technical field or equivalent practical experience.

  2. 8+ years or more as an individual contributor role as a business analyst or requirements engineer and project management
  3. Needs to be familiar with cloud technology and infrastructure requirements to provide meaningful input on requirements and prioritization 
  4. Systems implementation experience required
  5. Experience working with complex systems through the full development life cycle
  6. Excellent verbal and written communication skills required
  7. Experience in a fast paced, external facing Customer Support department required
  8. Experience with functional and/or technical aspects of enterprise software packages and custom development
  9. Demonstrated experience establishing and maintaining effective working relationships in team environments and with other business organizations
  10. Experience with Decennial Census business, concepts and systems a plus
  11. Ability to obtain and maintain a public trust clearance
