The Senior Oracle APEX Developer must be able to meet the key criteria below:
Location: 100% remote
Years’ Experience: 7+ years professional experience
Education: Bachelor degree in Computer Science, Software Engineering or IT related field
Security Clearance: IBR is a federal contractor. Applicants must be able to obtain and maintain up to a Public Trust security clearance.
- NOTE: United States Citizenship is required as part of the eligibility criteria to be able to obtain this type of security clearance.

Key Skills:
- Highly experience with Oracle database
- Must have hands-on professional experience with Oracle APEX
- Experience writing and executing PL/SQL statements
- At least one Oracle database certification preferred
- Current or prior Census Bureau experience preferred.
Position Overview
Do you want to help IBR build a portfolio of next-generation data collection systems? As an Oracle APEX Developer you will participate in the creation and maintenance of development, test and production environments with a goal of high availability, fault-tolerance and scalability. You will also be responsible for implementing continuous integration and deployment of code to our cloud hosted environments to accelerate development and reduce manual effort.
Responsibilities
- Design and implement database schemas, tables, views, and indexes.
- Developed procedures, functions and triggers for using PL/SQL.
- Optimize Oracle database for performance, scalability and reliability.
- Perform database programming and support systems design.
- Develop reports using Oracle APEX.
- Write and execute proficient PL/SQL code.
- Debug and troubleshoot PL/SQL scripts for stored procedures.
- Tuning, optimization and troubleshooting multiple environments (20+), stand-alone and pluggable databases, SQL and PL/SQL routines.
- Analyzing performance issues, diagnosing/resolving affecting database systems.
- Analyze and improve SQL query performance and identity potential bottlenecks.
- Ensure database security, access control and compliance with policies.
- Assist with database migrations and manage Oracle database
- Design and develop ETL processes to transform data between systems.
- Experience with Oracle tools such as SQL*Loader, Data Pump, and/or Oracle Data Integrator (ODI).
- Manage database jobs
- Manage materialized views
- Manage connections with external databases
- Performs data access analysis design, and archive/recovery design and implementation.
- Develop strategies for data acquisitions, archive recovery, and implementation of a database.
- Design, build, and maintain structure (e.g. relational) and unstructured databases within a multiple tier environment.
- Reviews and develops object and data models and the metadata repository to structure the data for better data management and performance.
- AWS cloud experience highly preferred.
Qualifications
- 7+ years professional experience
- Must be able to obtain a maintain a Public Trust Security Clearance
- Bachelor’s degree
- Oracle development experience supporting large production databases
- Must have hands-on professional experience with designing, building, and maintaining web applications using Oracle APEX
- Experience creating interactive reports, forms, dashboards, and workflows
- Experience optimizing APEX applications for scalability and user responsiveness
- Integrate APEX applications with REST APIs, web services, and external systems.
- Proficiency in programming languages such as JavaScript, HTML, CSS, and JQuery
- Other development experience to include familiarity with REST, OAuth, and/JSON preferred
- Experience writing and executing PL/SQL statements
- Experience writing and optimizing PL/SQL code
- Experience developing complex queries, stored procedures, functions, packages, and triggers.
- Must have professional experience with Oracle SQL and PL/SQL for Performance tuning
- Deep knowledge of Oracle partitioning, Indexing and Compression Experience developing complex business logic in the Oracle database using PL/SQL.
- Monitoring and troubleshooting SQL*Loader/PL/SQL Data Loads for Performance, Coding and Infrastructure issues.
- Oracle RDBMS experience preferred
- Experience monitoring and maintaining Oracle database to optimize performance
- Proven ability to resolve architectural issues in the environment and database infrastructure, as well as develop and maintain an in-depth understanding of the database architecture and the application functionality.
- Critical thinking and problem-solving abilities to address complex issues involving data movement and data replication. Be able to work independently and have good oral and written communication skills.
- Must have experience Providing 24X7 and on-call troubleshooting and production support
