Overview
 
Do you want to help IBR build a portfolio of next-generation data collection systems? As a Systems Architect at IBR, you will support the engineering of a robust, secure and scalable systems of systems that enable data capture from 100M respondents utilizing cutting edge technology in the domains of mobility, enterprise web applications, workflow controls, cloud computing, SOA, GIS, Big Data, Data Warehouses and system security. Your initial assignment will be to design, develop and oversee system architectures activities, including complex systems design activities.
 
This position requires you to have the ability to get hands on with the implementation.

The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Greenbelt, MD during normal business hours.

Responsibilities
  1. Conduct a variety of Systems Architecture activities across various infrastructure and software systems components.
  2. Ensures conversion of mission requirements into total systems solutions that account for design and technology maturity constraints of the system.
  3. Develop models and architectural guidelines, systems element architecture, systems design, and interface definition.
  4. Support internal and external design reviews.
  5. Support on a multi-discipline team to analyze the current state of systems, and make recommendations to ensure applications are secure, scalable, and reliable to support the Decennial mission. Additionally, support other program team members with ensuring the infrastructure environment (On-Premise Data Center & Cloud) is sized to support the scale of the Decennial Census.
  6. Document architectural findings in program deliverable reports and status briefings that recommend appropriate design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
  7. Ensure these systems are compatible and in compliance with the standards for open systems architectures,
Qualifications
  1. BS degree in Systems Engineering, Computer Science, related technical field or equivalent practical experience.
  2. 12+ years of systems development experience
  3. Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action.
  4. 5+ years of Full Project Lifecycle experience, including definition, requirements gathering, design, construction, testing and deployment. Demonstrated ability to architect and deliver solutions with minimal supervision.
  5. Ability to utilize and apply project management and technical governance to ensure control of the engineering technical baseline.
  6. Experience in working in all phase of the Software Development Lifecycle (SDLC) and capability to work in both waterfall and agile development processes. Experience with SAFe preferred.
  7. Working expert knowledge with industry standard Enterprise Architecture (EA) methodologies and frameworks such as Federal Enterprise Architecture (FEA), The Open Group Architecture Framework (TOGAF), etc.
  8. Ability to obtain and maintain a public trust clearance
