The Technical Project Manager must be able to meet the key criteria below:
 

Location: 100% remote, bonus if able to be onsite in Suitland, MD

Years’ Experience: 7+ years professional experience

Education: Bachelor degree required

Security Clearance: IBR is a federal contractor. Applicants must be able to obtain and maintain a Public Trust security clearance.

NOTE: United States Citizenship is required as part of the eligibility criteria to be able to obtain this type of security clearance.

Employment Type: Exempt

Key Skills:

  • Must have knowledge and experience working in a database administration environment with an advanced level of understanding of database administration concepts
  • Current or prior Census Bureau experience preferred
  • Must have a PMP or equivalent certification

 

Position Overview

Do you want to help IBR build a portfolio of next-generation data collection systems with a world-class agile development and delivery team? You will support concept of operation formulation, requirements engineering, system analysis and design, systems integration, performance analysis, and architecture. You will be responsible for ensuring the logical and systematic conversion of product, operations, and security requirements into total systems solutions within technical, schedule, and cost constraints.

 

Responsibilities

  • Leads team on large projects or significant segment of large complex projects
  • Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
  • Develop comprehensive project plans that merge customer requirements with company goals and coordinate various managers and technical personnel during all project phases.
  • Monitor project progress continuously and make detailed scheduled reports on measurable items, such as milestones and deliverables.
  • Communicate proactively with all involved personnel to provide encouragement, identify problems, create solutions, and implement efficiency improvements.
  • Analyze financial information related to the project budget, ensuring the project remains within financial guidelines and reporting any inconsistencies.
  • Identify and mitigate technical risks and ensure project success.
  • Ensure the team follows best practices in software development or integration and quality assurance.
  • Foster partnerships with stakeholders and vendors, ensuring alignment with project goals and expectations.
  • Manage the acquisition of project resources and materials as needed before and during projects by talking with customers, team members, managers, and in-house accountants.
  • Act as the primary point of contact between the development team and stakeholders.
  • Oversees all aspects of projects.

 

Qualifications

  • Must be able to obtain a maintain a Public Trust Security Clearance
  • Bachelor's degree required
  • Project Management experience – Minimum 7 years IT Project Management experience
  • Must have knowledge and experience working in a database administration environment with an advanced level of understanding of database administration concepts
  • SDLC experience working from requirements to implementation
  • Working experience with Microsoft Project experience
  • Experience with Earned Value Management and Risk Management
  • Excellent communication skills
  • Ability to manage resources
  • Ability to manage the day to day processes
  • Ability to follow, implement, and manage Software Process Improvement
  • Project Management Certification (i.e., PMP) required
  • Experience working in a software engineering environment following industry best practices such as CMMI or ITIL.

 

Physical Demands and Work Environment

While this position primarily involves sedentary work in an office environment and/or home- office environment, there are some physical demands associated with the role, including:

  • Extended periods of sitting and working at a computer workstation.
  • Occasional lifting and carrying of equipment or materials weighing up to 20 pounds.
  • Occasional travel to client sites or meetings may be required.
  • Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgements.
  • Additionally, flexible work arrangements may be available based on business needs.
  • Employee will be exposed to a wide variety of clients in differing functions, personalities, and abilities.
