About the Job

Overview

Do you want to help IBR build a portfolio of next-generation mobile enabled data collection systems? As a Software Architect at IBR, you will support the Agile based engineering of a robust, secure, and scalable operations control platform providing granular, real-time data visualizations into critical mission indicators. The mobile enabled, web based platform will orchestrate device ordering, provisioning, and asset management functions for a nationwide field staff of 500K+.

The candidate is required to obtain and maintain a public trust clearance.

The candidate is required to be onsite at the project facility in Orlando, FL, Greenbelt, MD or Suitland, MD during normal business hours. A up to 50% telework policy is expected to be granted after the initial program ramp up and requirements elicitation with no more than 25% of travel out of state.


Responsibilities

  1. Lead Software Engineering Agile Scrum SDLC activities on a multi-discipline team to make software architectural design recommendations to ensure applications are secure, scalable, and reliable to support the Census Bureau's 2020 Decennial mission.
  2. Provide detailed technical support for software development programs that align with modern software development best practices.
  3. Familiarity with solution design in one or more software languages, frameworks and platforms such as: Java, Java Script, HTML5, Web Services (Weblogic, Tomcat, XML, JSON, SOAP, REST), ORM (Hibernate, JPA).
  4. Manage software development activities with tools such as: Hewlett Packard (HP) Application Lifecycle Management (HP ALM), HP UFT/Selenium (Automated Testing), JIRA Agile/Version One, TOAD, Jama/Rally (Requirements Management).
  5. Performing the design, development, and testing of applications solutions to achieve the To-Be state.
  6. Selecting the technology products or application solutions to fulfill business needs.
  7. Selection and employment of integration patterns and service reuse patterns
  8. Creating detailed software requirements including identification, definition and modeling.
  9. Designing data structures and interactions used in the application solution.
  10. Ensuring interface compatibility to include reviewing interface descriptions for completeness.
  11. Managing the implementation of third-party products needed to support systems and applications, including development toolkits.
  12. Creating the integration strategy and plan that addresses both technical and business needs.


Qualifications

  1. BS degree in Systems Engineering, Computer Science, related technical field or equivalent practical experience.
  2. 12+ years of systems development experience
  3. Experience developing and integrating complex software systems through the full system development life cycle
  4. Experience delivering in Agile based environments
  5. Experience with SAFe is preferred
  6. Excellent verbal and written communication skills required
  7. Ability to obtain and maintain a public trust clearance
